Commerically built - possibly as one of a small batch - by "Chelston Model Engineers" who also built stationary boilers and had interests in the designs of various models for which they sold drawings.
Boiler has had a twice working pressure hydraulic test and appears free of distortion or leaks - we would warranty as sound.
Pressure gauge requires replacement, hand pump works, the axle pump leaks copiously from the rubber feed pipe which needs a clip.
Chassis runs on air in either direction in fairly desultory fashion - likely to be better on steam.
