Intended for an ambitious "Polly Garratt" type project, these parts were ordered to build into a running 0-6-0 chassis which was to be mated up with another engine. In the end common sense prevailed, the other engine went on to live a fulfilled and independent life, this one remains in a part-assembled state.

From what we can see, there is pretty much everything here to get to an air running chassis, kits 1 to 6 for the Polly III/IV - it could form the basis of a freelance engine or, alternatively, those good people at Polly would no doubt be delighted to provide you with the missing bits to complete.
