Early stage, though interesting project this. Same builder as the LNWR Problem in at the moment, this is a 7 1/4 inch gauge GWR "Queen" 2-2-2.
The original engine was outshopped from Swindon in 1873. Named "Queen" it was used on most of the Royal trains. Originally built without a cab, the engine was rebuilt in 1897 into the form seen in the photograph. Twenty more engines were built in 1875, ten of which received names.
This engine comprises a nicely-detailed rolling chassis, crank axle (covered in preservative in the pictures - it's bright underneath the muck), part-machined cylinder block and parts for a boiler. There is another box full of bits which came from this collection - there are almost certainly other bits in there as well.
