30cc IC engine

Beautifully built OHV engine, complete with nearly enough bits to build another one, including a set of machined crankcases, barrel and two crankshafts. I thought it was a Westbury design when I bought it, now I'm not so sure - I would be grateful for any positive identification from the IC experts.
